What would YOU use or do for an older child going into 9th grade that still really struggles with grammar? Thanks for any input!

We used Jensen's Grammar, and did about half the book. It helped a lot with writing and doesn't use diagramming.

    Cindy~
He struggles with it all, like even labeling Verbs, adjectives, adverbs, etc. Would this be good for that?

My 7th grader is using Winston Grammar & it is strictly about labeling parts of speech so far.

So, if we go with Winston Grammar, at what level should we start?

I think I would start with the basic level if he still has trouble with basic labeling. He could move through it pretty quickly if he needed to before moving on to the advanced. There is a placement test on the website that might help you decide.
